Procedures for Anchoring in or Visiting American Waters

  1. Set up a profile through the U.S. Custom and Border Protection’s (CBP’s) Reporting Offsite Arrival—Mobile (ROAM) app.
    • Download the CBP ROAM app from the Apple App Store or Google Play Store. Press SIGN UP and follow the prompts to create an account. 
    • Note: Both borders are asking for proof of full vaccination, even for travel by pleasure craft. 
  2. Once you plan your trip, use the CBP ROAM app to report your arrival. You must list all travellers with you and contact information. For mode of entry, you will be asked for boating information and hull number. Have this information ready. 
  3. You will receive a push notification on your device to start a video chat with a CBP officer to finish reporting your entry into the United States. 
  4. You will receive a reporting number that you must retain; you will be asked for it by Canadian customs upon your return. 

Requirements for Returning to Canada 

  1. Before returning to Canada, download and complete the ArriveCAN app to register and create an account. You will be asked to take a picture of your immunization records. 
  2. As the operator of the boat, only you can report to the Canadian Border Security Agency (CBSA). You will need to report the reasons for your trip, passenger information and goods to declare as well as answer other questions for further declaration. 
  3. Upon re-entry, you must present the following to the border services officer via phone: full name, date of birth and citizenship, the length of absence from Canada, acceptable identification, ArriveCAN receipt and U.S. reporting number.

The CBSA and its law enforcement partners are actively monitoring Canadian waterways. Failure to report to the CBSA may result in the detention, seizure or forfeiture of your boat and/or monetary penalties.

If you fail to report, even if your purpose is non-discretionary (non-optional), such as to refuel, you may face severe penalties. The minimum fine for failing to report to the CBSA upon re-entry to Canada is $1,000. Failure to report may also affect your immigration admissibility and ability to re-enter Canada in the future.
